We Live A World With Unequal Lives Essay - 1512 Words

We live in a world with unequal lives. Not everyone is being treated equally and everyone is being raised in a different way. Being raised differently can cause some commotion. Not all commotion is bad, but since everyone is raised differently, there will be people who view things differently compared to others, causing upheavals. Compared to others, I would say I was lucky with the way my parents raised me. Not everyone would have to agree with me though. There are people who believe that I was not allowed the â€Å"freedom† that I deserved. To me if it were not for my parents, I would not be the person who I am today. Growing up in a concerted cultivation has its down falls, but to me, my parents chose to raise me that way because they knew what was best for me and my sisters. People might see me as the girl who was raised by strict parents and always having to check in, but to me that is just the way I grew up and I do not have a problem with it. I think back to the time ar ound the ages of 9-14 and wonder if I was raised differently that I would be a totally different person than who I am today. Growing up in a strict, catholic, Mexican home to me was alright, but compared to others, I was not given the freedom that I deserved as a child. My parents both had high paying jobs and were always busy. My mother was a Pharmacy Technician and my father was an architectural engineer. Sir Arthur Conan Doyle's Influence On Twentieth Century Detective Literature There are many different books, in many different genres. There are horror novels, love stories, suspenseful books, and detective stories. The detective story's evolution has been a long and eventful process. The man responsible for the biggest leap in the detective story was Arthur Conan Doyle. He gave the world Sherlock Holmes, who could be considered the greatest investigator in detective story history. Holmes was unique in detective story history. ... The reader's interest is captivated not only by the detective's unique methods, but to perhaps to even a greater degree by the singular personality of this remarkable man (Sayers 10). Doyle also gave the world Dr. Watson, Holmes' sidekick. Other authors could have written about this pair, but none could match Doyle. Doyle was a master storyteller (Snow, 8). Without Doyle the detective story would never have been what it is now. Cresterton states, With Conan Doyle, the detective story at last came to full fruition (Cresterton, 170). This statement is true. All detective stories after Doyle's had some of the aspects of his stories. Sir Arthur Conan Doyle shaped the way detective stories were written in the twentieth century by using a third person limited perspective, using a structured plot line, and by having Holmes investigate crimes other than murder. Sir Arthur Conan Doyle was the first detective story author to make good use of the third person limited perspective. Holmes' sidekick Watson is a smart man, but he could not compare to the brilliance of Holmes. When Holmes was figuring out a mystery, he often left Watson very confused. Holmes would do things that, to Watson, would make no sense. At the end of the story, however, Watson would see the logic behind Holmes' actions. This quote is Watson thinking about the case he and Holmes were working on. Here I had heard what he had heard, I had seen what he had seen, and yet from his words it was evident that he saw clearly not only what happened, but what was about to happen, while to me the whole business was still confused and grotesque (Doyle, 35). This displays Watson's confusion over the case of The Red-Headed League. In The Red-Headed League, the case is so bizarre that most of the readers, like Watson, don't have a clue as to what is going on. It is comforting to know that Watson is as confused as the readers are. In The Red-Headed League there is a point in the story where Holmes and Watson walk up to the pawn shop and talk to Mr. Wilson's assistant. After he shuts the door Watson asks Holmes why he wanted to see the assistant. Holmes says that he wanted to see the knees of the assistants trousers (Doyle, 34). It is obvious by Watson's reaction that he has know idea why Holmes wanted to see the assistants knees. At the same time the readers are left pondering that very question. The whole scene in front of the pawnshop also display another way that Doyle uses the third person limited perspective well. At that point in the story Holmes has pretty much figured out what happened. By telling Watson where he was looking, Holmes was dropping a hint to Watson to see if he could figure out what Holmes already had. During his stories Doyle would leave hints as to who committed the crime. This made the story more interesting for the readers. Another way Doyle uses Holmes in his stories is as a teacher to Watson. In the very beginning of A Scandal in Bohemia Holmes deduces, from a quick glance, that Watson had gotten wet lately, and had a clumsy servant girl. He deduced all of this by merely looking at Watson's shoes. He then asked Watson how many steps led up to his apartment. Watson could not say, even though he had walked up those stairs countless times (Doyle, 12). This is one of the examples of Holmes teaching Watson about observation. The only way that Holmes' observations make sense in the story is if the story has a structured plot line. Doyle made all of Holmes' stories have plots that follow a logical structure. From the beginning of his Speech, Obama started off with a historical quote from the Gettysburg address, We the people, in order to form a more perfect union. During his speech one of the most important elements was to convince the public, especially the white people, that they should not fear him. Obama made it well-known that he was raised by a black father and a white mother. This was a concrete word choice used to soften the fears of the audience. He wanted to make the audience comfortable with him as if he was just like them. This was brilliant because he could win over all races of people since he was biracial himself. I think that the literary device used here is Obama’s capability in including himself as the character in the speech but not to keep himself as the main character. The ultimate theme here was to include all people as a â€Å"We†, so that e very citizen of the United States is inclusive and not exclusive. Obama mentions the words democracy, Declaration of Independence, Philadelphia convention, 1787, the colonies, the founders, the Constitution, liberty, justice, citizenship under the law, parchment, equal, free, prosperous, and the presidency (New York Times†). This rhetoric appears to be used to soften the blow of Reverend Wright’s comments. He wants the audience to focus on the achievements of America from a historical point of view and not to focus on one man’s ills of perception. Obamas patriotic rhetoric is intended to comfort the white voters of America. It was important for him to offset the stigma that he was attached to with Rev. Wright. The Rev. Wright issue was Obama’s protagonist in his speech which he solidified greatly by denouncing his sermon. This was an obstacle that had to be conquered in making his speech work. Obama’s themes all centered on race, religion, and politics of all sorts. The race issue was addressed in his own identification of who he is. The second part of the theme of Race was going back historically and talking about how slaves regained freedom in America. Obama also used quotes from Dr. Martin Luther King. Dr. King dreamed that one day his four children will not be judged by the color of their skin but by the content of their character. The phrase by the content of their character is parallel to by the color of their skin. This devise is called Parallelism. Obama used history again to show that we have come a long way by adding this in his speech, This was one of the tasks we set forth at the beginning of this campaign to continue the long march of those who came before us, a march for a more just, more equal, more free, more caring and more prosperous America† (New York Times†). One of the issues at hand during the speech is that talking about race was a sensitive issue. Obama had the ability to include himself as a character in the storyline about race, and still take a patriotic position of reference in which his opinion was shadowed. The end of Obama’s speech was the most pivotal part. The story uses reverse race relations to illustrate a point. It’s a story about a young white girl named Ashley. She was an Obama volunteer from South Carolina. Her family was so poor she convinced her mother that her favorite meal was a mustard and relish sandwich. Anyway, Ashley finishes her story and then goes around the room and asks everyone else why theyre supporting the campaign. They all have different stories and reasons. Many bring up a specific issue. And finally they come to this elderly black man whos been sitting there quietly the entire time. He simply says to everyone in the room, I am here because of Ashley.† (New York Times†) This was a powerful turn of events because it happened in the south were race relations were limited among whites and blacks, this points in the opposite direction through an old black man who feels a young white womans pain. The whole issue of race in Obama’s speech was addressed in such a way that it touched all foundations of American history. Obama was able to talk about issues that our country is facing without putting blame on anyone or anybody. What was so significant to the literary composition of the speech is its uniqueness to identify issues without personification of one person or culture. Man For All Seasons By Robert Bolt - Is Henry VIII an important character in the play? Is he the villain? Thomas More was the hero in the play because his standard up for his beliefs, he was not scared of anyone, he knows it was a sin if Henry VIII divorced Catherine of Aragon and gets married to Anne Boleyn. Robert Bolt thinks Thomas More was a faithful Catholic and could not accept this, or swear the oath of loyalty to the king. Henry VIII wanted to get a divorce with Catherine of Aragon and get married to Anne Boleyn. In the eye of the Catholics he could not divorce Catherine of Aragon. Henry VIII wants his children inherited the throne; he introduced the act of succession and made himself head of the Church of England. When Henry VIII made Thomas More the Lord Chancellor, Henry VIII expected Thomas More to support him but Thomas More did not support him. Thomas More did not like the idea of Henry VIII getting divorce. Thomas More resigned as Lord Chancellor because he did not want to give Henry VIII a divorce so he resigns. Thomas More found it impossible to support the king in the end because Thomas More knew it was the wrong thing to do. Thomas Cromwell part played in the downfall of Thomas More was planning all the evidence and make sure he dies. Thomas Cromwell want Thomas More to come over to the king's side, Thomas more did not come over to the king's side so Thomas Cromwell said he had to get rid of him. But Thomas Cromwell and Duke of Norfolk are trying to get Thomas More killed, they are trying to find the person that gave Thomas More a cup for a bribe and they try to convict him of treason. I think Henry VIII was Thomas More's friend because Henry VIII did not want to put Thomas More on the rack. As we saw earlier in the Garden scene, Henry VIII has come to put pressure on Thomas More he wanted Thomas More to sort out the business with the divorce with Catherine of Aragon. He use a number of different techniques, first he tries to scare him by shouting at him but he also appeal's to be a friend. Henry VIII said he was joking but we know he was bulling him. Henry VIII use originates from the bible but it does not work, because Thomas More knows the bible inside out. There is a scene in the video which is missing in the book, it's when Henry VIII is having a party

Progressism vs. Populism essays Americans were not aware of the division among populists and progressivists during the late 19th and early 20th centuries, yet they were aware of the division between Democrats and Republicans. Populism referred to a particular political style, which expressed alienation and aggression and tend to hate Wall Street and bank interests. Progressivism was a movement of the college-educated urban middle class, which valued expertise and efficiency and favored government regulation and foreign affairs. Populism, United States agrarian movement of the late 19th century that developed mainly in the area from Texas to the Dakotas and grew into a Farmer-Labor political coalition. The populist movement began during the economic depression of the 1870s, when there was a sharp decline in the income of farmers at a time when their living and operating costs were rising. The farmers began to organize early in the 1870s, and, during the ensuing two decades, large numbers of them joined such bodies as the National Grange and the Farmers' Alliances. The latter were cooperative organizations that hoped to lower farmers' costs by selling supplies at reduced prices, loaning money at rates below those charged by banks, building warehouses to store crops until prices became favorable, and taking political action to achieve these goals. Alliances were popular in the South, where many farmers existed in an almost endless cycle of debt. In some southern states, alliances even embraced black farmers, who had been ostracized from political life there since Reconstruction. By 1891 the movement had gained sufficient strength to warrant a national political party. The alliances joined with the Knights of Labor and other groups to form the People's Party, whose members were called Populists. The Battle of Atlanta in the American Civil War

The Battle of Atlanta in the American Civil War The Battle of Atlanta was fought July 22, 1864, during the  American Civil War  (1861-1865) and saw Union forces under Major General William T. Sherman win a near-run victory. The second in a series of battles around the city, the fighting centered on a Confederate attempt to defeat Major General James B. McPhersons Army of the Tennessee east of Atlanta. While the attack did achieve some success, including killing McPherson, it was ultimately repulsed by Union forces. Following the battle, Sherman shifted his efforts to the western side of the city. Strategic Background Late July 1864 found Major General William T. Shermans forces approaching Atlanta. Nearing the city, he pushed  Major General George H. Thomas Army of the Cumberland toward Atlanta from the north, while  Major General John Schofields Army of the Ohio neared from the northeast. His final command, Major General James B. McPhersons Army of the Tennessee, moved towards the city from Decatur in the east. Opposing the Union forces was the Confederate Army of Tennessee which was badly outnumbered and undergoing a change in command. Major General William T. Sherman. Johnston had pursued a defensive approach as his sought to slow Sherman with his smaller army. Though he had been repeatedly flanked out of several positions by Shermans armies, he had also forced his counterpart of fight bloody battles at Resaca and Kennesaw Mountain. Increasingly frustrated by Johnstons passive approach, President Jefferson Davis relieved him on July 17 and gave command of the army to Lieutenant General John Bell Hood. An offensive-minded commander, Hood had served in General Robert E. Lees Army of Northern Virginia and had seen action in many of its campaigns including the fighting at Antietam and Gettysburg. At the time of the change in command, Johnston had been planning an attack against Thomas Army of the Cumberland. Due to the imminent nature of the strike, Hood and several other Confederate generals requested that the command change be delayed until after the battle but they were denied by Davis. Photograph Courtesy of the National Archives Records Administration Assuming command, Hood elected to move forward with the operation and he struck at Thomas men at the  Battle of Peachtree Creek  on July 20. In heavy fighting, the Union troops mounted a determined defense and turned back Hoods assaults. Though unhappy with the result, it did not deter Hood from remaining on the offensive. Pulling two of his corps back into Atlantas inner defenses, he ordered Lieutenant General William Hardees corps and  Major General Joseph Wheelers cavalry to move out on the evening of July 21. Hoods attack plan called for the Confederate troops to swing around the Union flank to reach Decatur on July 22. Once in the Union rear, Hardee was to advance west and take McPherson from the rear while Wheeler attacked the Army of the Tennessees wagon trains. This would be supported by a frontal assault on McPhersons army by  Major General Benjamin Cheathams corps. As the Confederate troops began their march, McPhersons men had entrenched along a north-south line east of the city. Union Plans On the morning of July 22, Sherman initially received reports that the Confederates had abandoned the city as Hardees men had been seen on the march. These quickly proved to be false and he resolved to begin cutting the rail links into Atlanta. To accomplish this, he sent orders to McPherson instructing him to send Major General Grenville Dodges XVI Corps back to Decatur to tear up the Georgia Railroad. Having received reports of Confederate activity to the south, McPherson was reluctant to obey these orders and questioned Sherman. Though he believed his subordinate was being overly cautious, Sherman agreed to postpone the mission until 1:00 p.m. Major General James B. McPherson. Photograph Courtesy of the Library of Congress McPherson Killed Around noon, with no enemy attack having materialized, Sherman directed McPherson to send Brigadier General John Fullers division to Decatur while Brigadier General Thomas Sweenys division would be allowed to remain in position on the flank. McPherson drafted the necessary orders for Dodge, but before they were received the sound of firing was heard to the southeast. To the southeast, Hardees men were badly behind schedule due to a late start, poor road conditions, and a lack of guidance from Wheelers cavalrymen. Due to this, Hardee turned north too soon and his lead divisions, under Major Generals William Walker and William Bate, encountered Dodges two divisions which were deployed on an east-west line to cover the Union flank. While Bates advance on the right was hampered by swampy terrain, Walker was killed by a Union sharpshooter as he formed his men. As a result, the Confederate assault in this area lacked cohesion and was turned back by Dodges men. On the Confederate left, Major General Patrick Cleburnes division quickly found a large gap between Dodges right and the left of Major General Francis P. Blairs XVII Corps. Major General Patrick Cleburne. Photograph Courtesy of the Library of Congress The Union Holds Driving on, Cleburne was able to attack the flank and rear of XVII Corps. These efforts were supported by Brigadier General George Maneys division (Cheathams Division) which assaulted the Union front. These Confederate attacks were not coordinated which allowed the Union troops to repel them in turn by rushing from one side of their entrenchments to the other. After two hours of fighting, Maney and Cleburne finally attacked in conjunction forcing Union forces to fall back. Swinging his left back in an L-shape, Blair centered his defense on Bald Hill which dominated the battlefield. In an effort to aid Confederate efforts against XVI Corps, Hood ordered Cheatham to attack Major General John Logans XV Corps to the north. Sitting astride the Georgia Railroad, XV Corps front was briefly penetrated through an undefended railroad cut. Personally leading the counterattack, Logan soon restored his lines with the aid of artillery fire directed by Sherman. For the remainder of the day, Hardee continued to assault the bald hill with little success. The position soon became known as Leggetts Hill for Brigadier General Mortimer Leggett whose troops held it. Fighting died off after dark though both armies remained in place. To the east, Wheeler succeeded in occupying Decatur but was prevented from getting at McPhersons wagon trains by a skillful delaying action conducted by Colonel John W. Sprague and his brigade. For his actions in saving the wagon trains of the XV, XVI, XVII, and XX Corps, Sprague received the Medal of Honor. With the failure of Hardees assault, Wheelers position in Decatur became untenable and he withdrew to Atlanta that night.   Aftermath The Battle of Atlanta cost Union forces 3,641 casualties while Confederate losses totaled around 5,500. For the second time in two days, Hood had failed to destroy a wing of Shermans command. Though a problem earlier in the campaign, McPhersons cautious nature proved fortuitous as Shermans initial orders would have left the Union flank completely exposed. In the wake of the fighting, Sherman gave command of the Army of the Tennessee to Major General Oliver O. Howard. This greatly angered XX Corps commander Major General Joseph Hooker who felt entitled to the post and blamed Howard for his defeat at the Battle of Chancellorsville. On July 27, Sherman resumed operations against the city by shifting to the west side to cut the Macon Western Railroad. Several additional battles occurred outside of the city before Atlantas fall on September 2.

COMMUNITY SAFETY EVALUATION The initial challenge facing every community safety initiative is to meet crime reduction targets whilst also implementing preventative measures to ensure long-term reductions in crime and disorder. Arguably, high quality evaluation can play a role in this as it can help better understand what works and how it works (Morton 2006). According to AG (2007), evaluation is concerned with making value-based judgments about a program. Mallock and Braithwaite (2005:4) define evaluation as â€Å"the systematic examination of a policy, program or project aimed at assessing its merit, value, worth, relevance or contribution†. Any evidence of the benefits and impact of initiatives will help to influence local partners in commissioning decisions. As Read and Tilley (2000) claim, evaluation stage continues to be a major weakness of a community safety program. Proper evaluations of community safety initiatives are rare (Community Safety Centre 2000). According to Rhodes (2007), a range of policies and programs has been established with the aim of achieving greater community participation and involvement leading to increased community capacity. However there has been little evaluation of this approach or the specific programs. Read and Tilley (2000) also claim that there is relatively little systematic evaluation and a shortage of good evaluations. Moreover, what is available is generally weak. According to AG (2007), the reasons for the lack of evaluation of community safety programs have not been studied extensively, but social, political and financial considerations are likely to have a strong influence. Evaluation studies consume resources, and therefore are competing for the limited resources available and must be justified by the value of the information which they provide. There are also several other relevant factors including the limited knowledge and experience of evaluation theory and practice of many program managers and organisers. In addition, evaluation evidence is often seen as bad news since program objectives tend to be over-optimistic and hence are rarely fully met; a situation that evaluation might expose. LACK OF SUPPORT AND INITIATIVE According to Community Safety Centre (2000), little time and resources are available for conducting evaluation. When evaluation does occur, the size does matter. It can depend on how large the partnership is as to the resources that they have available for evaluation (Cherney and Sutton 2004). Often in small partnerships no money is put aside for evaluation. Since majority of serious evaluations are going to be expensive, this can particularly be a problem for small projects where a good evaluation may take up a relatively large proportion of the project budget. Thus, very often people will argue that this is an unnecessary cost. Furthermore, practitioners very often feel that they can themselves quiet easily tell whether or not something has been a success. Community Safety Centre (2000) concludes that recommendations that something works, by people who were involved in implementing the initiative, are often based on relatively weak evaluation evidence commonly relying on more gener al impressions that are usually not objective enough. In Australia, for example, neither central nor regional government has so far encouraged evaluators to undertake their own evaluation (Cherney and Sutton 2004). Community Safety Centre (2000) and Morton (2006) also claim that there is a lack of commitment from central government and local agencies, arguing that the problem lies in attracting and maintaining involvement of people and agencies that really are not interested in crime prevention or community safety. According to Morton (2006), evaluators have only been required to produce quarterly reports with milestones for the future and not to undertake a real reflection on a project, including writing a review on the project and analysing available data. All evaluators have to do is monitor whether money is being spent on outputs. Read and Tilley (2000) argue that there is little attention paid to how initiatives may have had their effects. There is not enough investment or requirement for evaluation. According to Varone, Jacob and De Winter (2005), policy evaluation is an underdeveloped tool of Belgian public governance. They claim that it is partitocracy, weakness of Parliament vis-à  -vis the government, and the federalisation process that is characteristic of the recent institutional evolution of the country, that jeopardise the development of a mature evaluation culture. TECHNICAL DIFFUCULTIES Evaluators might find barriers at each of the evaluation steps, including problem formulation, design of instruments, research deign, data collection, data analysis, findings and conclusions and utilisation (Hagan 2000). In respect to problem formulation, evaluation researchers are often in a hurry to get on with the task without thoroughly grounding the evaluation in the major theoretical issues in the field. Glaser and Zeigler (1974) claim that much of what is regarded as in-house evaluations has been co opted and is little more than head counting or the production of tables for annual reports. Further problem is the absence of standardised definitions. The confusion over definitions has not only impeded communication among researchers and, more importantly, between researchers and practitioners, but also has hindered comparisons and replications of research studies. Furthermore, although evaluators would prefer control over treatment and a classic experimental design, with random assignment of cases to experimental and control groups, this seldom happens. In many instances it is very difficult to find organisations that would be willing to undergo experimentation, particularly if it involves the denial of certain treatments (control group) to some clients. The program planners and staff may resists randomisation as means of allocations treatments, arguing for assignment based on need or merit. The design may not be correctly carried out, resulting in nonequivalent experimental and control groups. The design may break down as some people refuse to participate or drop out of different treatment groups (experimental mortality). Some feel that randomised designs create focused inequality because some groups receive treatment others desire and thus can cause reactions that could be confused with treatments. Much of the bemoaning concerning the inadequacy of research design in evaluation methodology has arisen because of an over-commitment to experimental designs, and a deficient appreciation of the utility of post hoc controls by means of multivariety statistical techniques. It may be that more rapid progress can be made in the evolution of preventive programs if research designs are based on statistical rather than experimental model. One major difficulty in evaluation research is in procuring adequate control groups. In respect to data collection, one principal shortcoming of much evaluation research has been its over reliance on questionnaires as the primary means of data gathering. Program supporters will jump on methodological or procedural problems in any evaluation that comes to a negative conclusion. Hagan (2000) also lists other obstacles to evaluation, including unsound and poorly done data analysis, unethical evaluations, naive and unprepared evaluation staff, and poor relationships between evaluation and program staff. Community Safety Centre (2000) argues that, unlike experimental researchers, evaluators often have difficulty comparing their experimental groups with a control group. Although evaluators might attempt to find a similar group to compare with, it is usually impossible to apply the ideal experimental rigor of randomly allocating individuals to an experimental condition and a control condition. According to AG (2007), those responsible for commissioning or conducting evaluation studies also need to take account of the local social, cultural and political context if the evaluations are to produce evidence that is not only useful, but used. According to Morton (2006), some evaluators have stressed their incompetence, claming that they do not know how to undertake evaluation. Schuller (2004) has referred to the lack of accuracy in their predictions, partly due to a lack of post-auditing information. She further argues that evaluators apply a narrow scope that stresses well-established knowledge of local impacts, whilst underplaying wider geographical, systematic, or time factors. Evaluation research can be a complex and difficult task (Community Safety Centre 2000). Evaluators are often described by a lack of control over, and even knowledge of, wide range of factors which may or may not impact on the performance indicators. While evaluating a single crime prevention initiative may be difficult enough, evaluating a full community safety project may be many times more complicated. The intervention package often impacts beyond the target area and this impact needs to be anticipated. As an additional complication, evaluation research can itself have an impact on the outcome of an initiative. A secondary role of the audit process is to raise awareness and build support for the initiative in the affected community. ACCESS TO DATA A commonly reported problem with evaluation has been access to relevant data (Morton 2006). Morton (2006) claims that it is often hard to get good baseline data against which to evaluate a project, mainly because procedures and resources for appropriate multi-agency data collection and mapping are not in place. Often the relevant data is not recorded or collated across services and analysed together to give a complete picture of the problem. Furthermore, partnerships often lack appropriate analytical skills to use quantitative data (Morton 2006). According to Hagan (2000), if proper data for evaluation are absent and clear outcomes or criteria of organisational success are absent, then a proper evaluation cannot be undertaken. The success of the entire evaluation process hinges on the motivation of the administrator and organisation in calling for an evaluation in the first place. It should be possible to locate specific organisational objectives that are measurable. The key assumptions of the program must be stated in a form which can be tested objectively. However, this often does not happen in practice. POLITICAL PRESSURE Political pressure can present another problem for evaluators. Administrators often want to spend all the funding available on implementation as opposed to evaluation (Morton 2006). Thus, being aware of the political context of a program is a precondition for useable evaluation research (AG 2007). Evaluation research requires the active support and cooperation of the agency or program to be evaluated (Hagan 2000). However, the program administrator’s desire to reaffirm his or her position with favorable program evaluations may conflict with the evaluator’s desire to acquire an objective appraisal of a program’s impact. The end result may be either a research design with low scientific credibility and tainted results, or a credible study that never receives a public hearing because the administrator does not like the results. According to Read and Tilley (2000), few evaluations are independent and evidence is used selectively. There is undue satisfaction with redu ction as an indicator that the initiative was effective without attention to alternative explanations, or to possible side-effects. They further argue that 84% of evaluations they studied were conducted by the initiative coordinator or staff, and only 9% were by an independent external evaluator. Thus, it is challenging for partnerships to persuade for funding to be put aside for evaluation. Evaluator’s job is also affected by balancing the need to be strategic and pressure to produce â€Å"runs on the board† by local authorities and central agencies, as well as the greater value placed on â€Å"projects† compared to â€Å"planning† within local authorities (Cherney and Sutton 2004). According to Hagan (2000), even the best laid evaluation plans can â€Å"bite the dust† in the â€Å"high noon† of political reality. In discussing the politicisation of evaluation research, Hagan (2000) points out the incasing political nature of evaluations as they are increasingly used to decide the future of programs. According to him, part of the administrator’s concern about evaluation research comes from the dilemma that research creates for him. The evaluation process casts him in contradictory roles. On the one hand, he is the key person in the agency, and the success of its various operations, including evaluation, depends on his knowledge and involvement. On the other hand, evaluation carries the potentiality of discrediting an administratively sponsored program or of undermining a position the administrator has taken. MURPHY’S LAW Hagan (2000) applies Murphy’s Law to evaluation research, clearly indicated barriers that evaluator faces. In relation to evaluation design: the resources needed to complete the evaluation will exceed the original projection by a factor of two. after an evaluation has been completed and is believed to control for all relevant variables, others will be discovered and rival hypothesis will multiply geometrically the necessity of making a major decision change increases as the evaluation project nears completion. In relation to evaluation management: the probability of a breakdown in cooperation between the evaluation project and an operational agency is directly proportional to the trouble it can cause. if staying on schedule is dependent on a number of activities which may be completed before or after an allotted time interval, the total time needed will accumulate in the direction of becoming further and further behind schedule. In relation to data collection: the availability of data element is inversely proportional to the need for that element historical baseline data will be recorded in units or by criteria other than present or future records none of the available self-report formats will work as well as you expect In relation to data analysis and interpretation: in a mathematical calculation, any error that can creep in, will. It will accumulate in the direction that will do the most damage to the results of the calculation. the figure that is most obviously correct will be the source of error if an analysis matrix requires â€Å"n† data elements to make the analysis easy and logical, there will always be â€Å"n-1† available. When tabulating data, the line totals and the column totals should up to the grand total; they won’t In relation to presentation of evaluation findings: the more extensive and thorough the evaluation the less likely the findings will be used by decision makers. UTILISATION Evaluator is often approaching his or her job knowing that evaluation results are often not appropriately utilised. This might significantly impact his or her performance. Hagan (2000) claims that evaluations have not been effectively utilised, and that much of this waste is due to passive bias and censorship within the field itself, which prevent the publication of weaker, less scientific findings, and to misplace client loyalty. Cherney and Sutton (2004) argue that there has been a lack of status and authority within the overall structure of local government to facilitate change in polices and practices. Furthermore, there are agencies and units both within local authorities and externally who are unwilling to be held accountable for community safety outcomes. According to Schuller (2004), there has been inadequate organisation, scheduling and institutional integration into the overall decision-making process, with impact assessment often undertaken towards the end. It has also bee n suggested that the most pertinent issue may be, not to predict accurately, but to define appropriate goals, and then set up the organisation that can effectively adapt and audit the project to achieve goals. CONCLUSION The paper has discussed the main problems confronting those who must evaluate community safety initiatives, looking at the issues of support and initiative, technical difficulties, access to data, political pressure, and low utilisation. Proper evaluations of community safety initiatives are rare. Little time and resources is available for conducting evaluation and there is a lack of commitment from government and local agencies. Barriers have been experienced throughout the evaluation process, including problem formulation, design of instruments, research deign, data collection, data analysis, findings and conclusions and utilisation. Further barriers have been presented by lack of focus on the local social, cultural and political context. Some evaluators have even stressed their incompetence, claming that they do not know how to undertake evaluation. Relevant data is often not recorded or collated to give a complete picture of the problem. Political pressure also presents a signifi cant problem as administrators find themselves in contradictory roles. Furthermore, they often want to spend all the funding available on implementation as opposed to evaluation.
